木戸 孝允 / 桂 小五郎（きど たかよし / かつら こごろう、天保4年6月26日（1833年8月11日） - 明治10年（1877年）5月26日）は、日本の武士（長州藩士）、政治家。位階勲等は贈従一位勲一等。

維新後、総裁局顧問専任として迎えられ、当初から「政体書」による「官吏公選」などの諸施策を建言し続けていた。文明開化を推進する一方で、版籍奉還・廃藩置県など封建的諸制度の解体に務め、薩長土肥四巨頭による参議内閣制を整えた。海外視察も行い、帰朝後は、かねてから建言していた憲法や三権分立国家の早急な実施の必要性について政府内の理解を要求し、他方では新たに国民教育や天皇教育の充実に務め、一層の士族授産を推進する。長州藩主・毛利敬親や明治天皇から厚く信頼された。
木戸は開明的であったが、急進派から守旧派までが絶え間なく権力闘争を繰り広げる明治政府の中にあっては、心身を害するほど精神的苦悩が絶えなかった。西南戦争の半ば、出張中の京都で病気を発症して重篤となったが、夢うつつの中でも西郷隆盛を叱責するほどに政府と西郷双方の行く末を案じながら息を引き取った。

長州藩は土佐藩の土方楠左右衛門・中岡慎太郎・坂本龍馬らに斡旋されて薩摩藩と秘密裏に薩長同盟を結ぶ。慶応2年（1866年）1月22日に京都で薩長同盟が結ばれて以来、桂は長州の代表として薩摩の小松帯刀・大久保利通・西郷隆盛・黒田清隆らと薩摩・長州でたびたび会談し、薩長同盟を不動のものにして行く。薩長同盟の下、長州は薩摩名義でイギリスから武器・軍艦を購入した。
